In 2009 Henry Davis was passing through Ferguson, MO when he was arrested in a case of mistaken identity. When Ferguson Police officers attempted to place him in an occupied 1 man cell at 3 am with nowhere for him to sleep except the floor, Davis objected and was allegedly beaten by a group of officers, including Kim Tihen.

In Davis's lawsuit against Tihen and her fellow officers, he alleges that she struck him in the head with a closed fist, and hit him in the head with a pair of handcuffs. Davis suffered a concussion and severe facial lacerations, while another officer gave him a broken nose.

The kicker? After the beating, Henry Davis was charged with destruction of property for bleeding on the officers's uniforms.

It is worth noting that when Kim Tihen was elected to city council, the voter turnout was 9%.
