There I said it. I'm rewatching the West Wing and God, he's just the worst. I'm currently watching the episode with Amy Gardiner's first appearance. He makes it so clear that he thinks women's groups owe him a debt of gratitude for deigning to pay attention to their causes.
I've never quite understood him as a character. Or, really, I've never quite understood why he was a democrat. Why he is for Bartlett. He doesn't seem to have any respect or compassion for the needs of women, immigrants, the poor, anyone really. And I guess that that's part of his "charm" or whatever, that he doesn't appear to care very much, but it just really rubs me the wrong way.
