Calling Crafty GTers, Etsy shoppers, etc

Megabyte has made one request for Christmas. He wants a Ravenclaw cloak. Like, an actual Wear-it-as-a-coat-because-it's-nice-and-warm kind of cloak. Not a costume cloak. I don't have a sewing machine, but I do have one of those hand-held do-up-your-seams-and-maybe-do-a-hem dealies. Is that enough to make a simple cloak? What kind of material should I look for? Where do I get material (we have Wal-Mart and Michaels in town for crafty stuff, so I'll have to venture further afield). Suggestions for patterns?

Should I just let someone else make it? Suggestions of Etsy shops that do this kind of thing and are good? Or a GTer who would find this project fun and how much would you charge me?
