How do I avoid pissing off my neighbors?

My house has a detached garage which is accessed through an alley. The garage itself is pretty snug and makes pulling in without hitting Foxylocksley's car, or scratching my own car difficult. Expounding this problem are several neighbors who park their cars across the alley. In fact, the first time the second car parked there I ended up scratching my car pretty badly on the side of the garage as I tried to K-turn my way in without hitting anyone. I have since figured out a way to get in without scratching my car, but it is still fairly difficult and makes me anxious every time.

I did some research on parking regulations in LA and found that it is actually illegal to park in an alley here. Part of me is tempted to just call the parking authorities and alert them to the fact that cars are parking in the alley. The other part of me is concerned that calling the authorities will backfire and I will just end up pissing off my neighbors. I could possibly try to find the owners of the vehicles (the other side of the alley is an apt. building so they could belong to anyone) or leave notes, or...? Any ideas? Anyone deal with a similar situation? I don't want to make trouble for anyone else, but I also am frustrated that it is so difficult to park in my own garage because of these two cars.
