Here’s a good piece about the HIV outbreak that occurred in Indiana under Mike Pence’s watch as governor. At the height, they were diagnosing 21 patients a week in Scott County, a county with a population of 24 000. The outbreak happened among intravenous drug users in one of the poorest counties in the state, and Pence did precious little to help, insisting on a needle exchange program ban, until things got really bad. When he did sign a bill allowing needle exchanges, there was no funding for programs, leaving it to the counties to pay for it.
