Does anyone have any tips or articles on salary negotiation they can share? I may be needing this info very soon.

I was asked what my desired salary range is for a position I'm a top candidate for. I gave a range that is about 7 percent higher than my current salary. The HR person told me that my possible employers were looking for someone with another range. She then gave me a figure that is almost 1 percent LESS than what I currently make. I told her that I made more than that currently and she said she'd talk to them and get back to me. When she emailed me later she explained that of course they would not pay me less than what I currently make but could probably not pay me much more.

What say you groupthink? Is this a negotiating tactic? My bf thinks that it is and they may be trying to lowball me. I tend to agree with him, however, this is sort of a new program and they depend on grants. But their umbrella org makes a pretty penny and I know they are supportive of this new program. I'm sorry this is sort of vague, but I don't want to give any more identifying info. I just want to be ready when it comes to negotiation. I don't want to settle for less than I'm worth but I also don't want to give up on this opportunity. As far as my career goes, it is a step up for me and I could gain many skills and experience. Any advice?
