Semantics Query

I was planning to avoid GT this afternoon, but I have a crowdsourcing question for you all.

If there are 15 people trying to have lunch together, and I say "Most of us can make Tuesday work.", what do you think when you hear that? Do you think I mean 8 or more of us can go, or do you think I mean 12 or 13 of us can make it?

This isn't a question about the technical definition of the word, which I know. What I would like to know is what you think when you hear it. The impression that you get. NOT what the dictionary says. Thoughts?
