This is bumming me out today:

I work in a 28 floor office building that with the attached parking garage takes up a city block. For the entire building, this is the only handicap accessible ramp (there are shallow stairs on the rest). There are bike racks around the corner both specifically for the office building, and in the park across the street.

Who is seriously that unthinking and insensitive that they would think it's okay to lock their bikes up to the handicap access ramp and make it impossible for someone to get through? (It's narrower than it looks in the angle of this photo, and the bike parked at the end would prevent someone from getting through as they turned).
